Unfortunately there is no date on the photograph, and we cannot tell from the image itself.  However, all the machinery seen features in the WH&B book also shown.  Equally unfortunately, this book is not dated either!  That said, the book does have a "thirties" feel to it, so that's what we are going to go for!
